Basics Structure and Format

Think of a society where it is ruled by an Emperor at the top. He creates a system where each human should have the ability to say for themselves what they will do without indoctrination of others.
 

Under the emperor would be a group of Advisers, a small council of say 8-20. These people would be 100% neutral but will focus on their key areas.
Each Adviser has almost total control under their area of duty. The Emperor has total control over everything.

Under the advisers would be 2 councils.
1) Socio
2) Military 

The Socio Council would consist of Kings, Counts, Shoguns, Elders, and Rural Leaders, as well as Economic experts, Financers, Environmental Specs, etc.

The Advisers would overlook Socio Council discussion, and would then act promptly to resolve any matters, and have direct control of the military (say that there is a small militia in Smalltown and the Rural Leader of that town asked for assistance. The Adviser(s) for Military Aid brings it to attention to the Military Council and they would discuss on how to go abouts quelling any militia.

The Military Council isn't as important, they have less direct advisers to the Emperor but have more power to independently carry out their business. Just like the Socio Council, the Military Council would consist of Navy, Air-Force, Intel-Agency, Special Ops, Technological and Cyber Experts, Cyber Popo, etc.
 

For any safety involvement with habited land, they would notify the Military Council's Advisor(s) and from there would be brought up to the Socio Council.
A third Council called the 'Grand Council' would involve all sectors of the Government (Socio/Military), and all opposing parties. And this is to voice concerns about just about anything in an open public forum. This would mean 100% power would be available for all people to be heard out. In reality, that'd be impossible, A survey would be created for anyone who has anything to say, as well as an 'add extra'. This is so repeats of issues would not occur and not waste time. All issues would be heard out and one by one tried to be resolved with logic, reasoning, facts and mutual understanding.

As per mentioned, Kings, Counts, Shoguns, Elders, Rural Leaders etc. Each title carries different meaning.

Essentially they are the rulers of their area.
They would have a system very much like the one that the Emperor has with: Advisers, Socio/Military Council and Subordinates. The difference is that they would have it at a much smaller scale.
 

Same thing with the survey where each individual can raise their voice to their leader for them to bring it to a council meeting.

This way, each area is able to focus on key economic areas, social injustices, and social growth fairly and in a constructive manner. The individual people, upon the area they live in would be able to throw off their leader if there are to be any injustices via directly going to the Advisor of the area. (Area of Social Justice for example). Same goes for an Emperor. If there is enough evidence show that the supreme God-like leader is no good, then he'd also get kicked off.

Corruption cannot exist because the decisions made would not be by few, but by many. So lets pretend we have this system in America.

>everything would be reviewed as well as the poll of people who feel that the legalization of marijuana pose little enough risk
>a decriminalization  would most likely occur for a trial period, and if all goes smooth for x amount of months then it'd be 100% legal

I'm going to implement it on poor nations in Africa and parts of India & south-east Asia, as a starting point.

At first the Empire would be a private corporation and the whole structure of the government is essentially that or a corporation, minus the corruption and greed.

I believe that a boss shouldn't be earning more than x11 the wage of the lowest paid employee, but most western countries have bosses being paid x300/over9000 what their even average worker gets paid.
All to strengthen the economic cycle.

I live in Australia, going to work in Real Estate soon, so easy big money there. The strength of the Australian dollar means that I'm able to trade currency with these poorer nations, pay them barely a percent of how much i earned in Australia and they'd think that I am quite the most generous bloke.
The people will build my empire.
The people will be my employees.
